I'm looking for something that will allow me to specify a flicker rate of 1-3 seconds or more.

Nike has Stroboscopic goggles that will do this, but ridiculously priced.

Is it possible to use 3D Shutter Glasses for the same effect?

Is there some software that allows me to "hack" the lens shutter effect, setting both left and right eye to go on/off at the same time with rates as low as 1-3 seconds or more?

Thanks

I don't know about software, but I've modified a dead pair of 3D Vision shutter glasses to be driven by an Arduino dev board to test flicker sensitivity with it (custom driving the shutters). It is not hard to program an Arduino board, so you can quickly get up to speed with it. You can look for a pair of active shutter glasses that uses a VESA stereo connector to make it easier and cheaper.
