Hi,
To my knowledge, a full HD resolution of 1920X1080 (1080p) video becomes 1920X540 when on used Passive 3D TV set.

So if I download SBS format for Passive set, the resolution of 1920X540 becomes: 960X540.

Where as if get OU format, the resolution of 1920X540 stays same or does it become: 1920X270?

Please tell me what is the best format to watch on Passive 3D tv?

The former; "1920X540 stays same". The image is simply interlaces into L/R for the display, so yes, OU is preferable for passive displays. Here's a good thread about it:

Sadly, OU is not nearly so common.
